A |     Chinese President Xi Jinping on Tuesday emphasized that China and Ecuador should strengthen the synergy of their development strategies and implement the cooperation plan for jointly building the Belt and Road.    The two countries should deliver on cooperation projects in energy, minerals, infrastructure, finance and other sectors, and actively explore cooperation in areas including the digital economy, green development, new energy and artificial intelligence, Xi said when holding talks with President of the Republic of Ecuador Daniel Roy-Gilchrist Noboa Azín in Beijing.    Noboa is on a state visit to China from Aug. 16 to 23 at the invitation of Xi.    Noting this year marks the 10th anniversary of the China-Ecuador comprehensive strategic partnership, Xi said no matter how the international landscape changes, China has always viewed China-Ecuador relations from a strategic and long-term perspective.    China stands ready to work with Ecuador to continuously elevate bilateral relations to new heights and deliver greater benefits to the people of both countries, he said.    Xi said China respects and supports Ecuador in exploring a development path that suits its national conditions. China is willing to intensify exchanges between the two countries across various sectors, including governments, legislatures, and political parties, and enhance experience sharing on governance, he added.    The Chinese president encouraged both sides to continue unlocking the potential of the free trade agreement so that its dividends can benefit more businesses and consumers. He also expressed China's willingness to cooperate with Ecuador in areas such as healthcare, poverty alleviation, disaster prevention and mitigation, in support of Ecuador's national development.    Calling China an important partner and friend of Ecuador, Noboa said bilateral relations have entered a new phase, delivering tangible benefits to the two peoples.    He said Ecuador is willing to deepen political mutual trust with China, supports China in safeguarding its sovereignty and territorial integrity, and respects China's position on the Taiwan question.    Noting that Ecuador attaches great importance to cooperation with China, Noboa called on the two sides to strengthen mutually beneficial cooperation in economy and trade, finance, minerals, renewable energy, science and technology, culture and other fields.    Ecuador will expand its exports to China, and welcomes more Chinese enterprises to invest and operate in Ecuador, which is expected to help improve the well-being of the people and facilitate the development of the country, he added.    The two heads of state exchanged views on the situation in the Latin American and Caribbean region.    Xi said China supports Latin American countries in upholding independence and self-reliance, pursuing foreign cooperation based on their national interests, and safeguarding regional peace and stability.    Xi stressed that China has always maintained that the status of the Latin American and Caribbean region as a zone of peace should not be undermined, the course of development and revitalization of Latin American and Caribbean countries should not be disrupted, and the right of Latin American and Caribbean countries to independently choose their cooperation partners should not be interfered with.    Noting Ecuador highly values China's position and role, Noboa said Ecuador is always willing to be a good friend of China on the other side of the Pacific Ocean.    After the talks, the two heads of state attended a signing ceremony for multiple cooperation agreements in areas such as green industry, economic and trade cooperation, the digital economy and people's livelihood.    Prior to the talks in the Great Hall of the People, Xi held a welcome ceremony for Noboa. Xi also hosted a welcome banquet for him in the evening.                     。    9월8일 경주에서 열리는 원전소재 지자체 행정협의회에전기요금보조사업 지원확대 위한 제도개선도 건의 예정                   울주군청 전경 국제신문DB울산 울주군은 다음달 열리는 원전소재 지방자치단체 행정협의회에 발전소주변지역 지원 사업 추진 절차 간소화, 전기요금보조사업 지원 확대를 위한 제도개선을 각각 건의할 예정이라고 26일 밝혔다.군에 따르면 발전소주변지역 기본지원사업은 ‘발전소주변지역지원에 관한 법률 시행령’에 따라 소득증대사업, 공공사회복지사업, 육영사업, 주민복지지원사업, 기업유치지원사업, 전기요금보조사업, 그 밖의 지원사업을 하고 있다. 먼저 발전소주변지역지원 사업 추진 절차 간소화를 위한 제도 개선건은 저용량 발전소 건설 시 생기는 기본지원금과 관련한 사업 추진 절차를 간소화해달라는 게 핵심이다. 주요 내용을 보면 발전소주변지역을 관할하는 지방자치단체의 장은 기후에너지환경부장관에게 사업을 신청하고 지원금을 받아 발전소별로 계좌를 개설해 사업을 진행한다. 신재생에너지 발전소 등 매년 발전기 건설이 늘어나는 추세다. 하지만 저용량 발전소 건설 시 지원되는 최저한도 기본지원금(저용량 신재생에너지 발전소는 2000만 원)으로는 소규모 사업밖에 진행할 수 없어 사업 발굴이나 추진이 어려운 점이 많다는 게 군의 설명이다. 이에 따라 저용량 발전소 건설 시 지원되는 소액의 기본지원금은 일단 적립한 뒤 일정 금액(예를 들어 1억 원 이상)이 되면 사업할 수 있도록 제도를 개선해달라는 게 군이 건의하는 취지다. 전기요금보조사업 지원사업 확대를 위한 제도 개선건은 발전소주변지역 지원사업 취지와 목적에 맞게 지역 주민 경제적 부담을 경감하고 실질적으로 혜택을 받을 수 있도록 하자는 것이다. 이는 발전소주변지역의 지속적 인구 유입과 정주 여건 변화를 반영, 발전소주변지역 주민들이 에너지복지 혜택을 체감할 수 있도록 전기요금 보조사업 지원 기준을 확대하는 것을 골자로 한다.지원 기준 확대와 관련, 전기요금보조사업은 원자력발전소 또는 연간 총 기본지원사업비가 5억 원 이상 발전소주변지역에 대해서는 지원사업비의 100분의 40 이내에서 실시할 수 있다고 규정하고 있는데, 이를 100분의 50 이내로 확대해달라는 것이 건의 요지이다. 원전소재 지자체 행정협의회는 오는 9월 8일 경주에서 원전 소재 경주시(회장), 울주군, 기장군, 영광군, 울진군 등 5개 지자체가 모여 각기 제안한 안건을 놓고 회의한다.이순걸 울주군수는 “원전소재 지자체 행정협의회에서 이들 안건이 승인되면 기후에너지환경부, 전력기금사업단에 제도 개선을 건의할 예정”이라고 했다.。
